标题[问题] any other N(s)

想请问关於any other N(s)的用法
到底何时後面的N要加复数的s呢？
比如说
New York is bigger than any other city in the world.
後面的city就是单数
但是像这句
New York is bigger than all the other cities in the world.
其中的city就是复数 不过这句我懂为何用复数
我想知道的是
1. 为什麽是单数呢？用复数不行吗？
2. 还有何种情况下 any other後面的N会是复数呢？
