标题[文法] 想请教这两具的 in和 on的差别 及 to the full用法

请教这里资深的学者

在第一句里既然不是使用start in这片语,而这介系词in则是in October,1999
那第二句on March 8,1999为啥是用on 而不是in ?????
3.Internet user can harness the full potenti
of the internet without sacrificing personal privacy
这句中文解释为:网路用户可以充分驾驶网路的潜力不用牺牲自己的隐私
我想问的是harness the full为什麽不能改成harness to the full ????
PS:因为在字典里找的到to the full这片语也解释为充分地

3F：→ MilchFlasche:potential整个是名词片语，是harness的受词， 07/09 18:35
4F：→ MilchFlasche:full用来修饰potential，再加the，所以不可能会变成 07/09 18:35
