#修正 : 调整妖术士技能 - 快速施法(quick_spell)，9/8重开机生效 :
* 快速施法改成对妖术士的二转法术生效。
* 移除快速施法对妖术士的一转法术的效果。
* 若在威力带施展的情况下，则与快速施法不可叠加，吟唱的时间取二者
最小的。
#Modification: Adjust the skill of 妖术士-quick_spell,
effective for 9/8 reboot:
* Quick_spell become to take effect on the spells of
the 2nd advance-class of 妖术士.
* Remove the effect of quick_spell on the spells of
the 1nd advance-class of 妖术士.
* If the spell is cast with a power_circle, it cannot
be overlapped with quick_spell, and the chanting time
is the smallest of the two.
