标题[问题] 请问eBay下单後,一直没收到货品

请问eBay上下单後一直没收到订购货品
我在2021.06.23日在eBay下单价值约21,000台币的货物,卖家也有给USPS的货物追踪码,到台湾後会由中华邮政接收,但是到2021.06.29日为止都有看到美国国内的运送进度,最後停在USPS芝加哥中心後
,最没有进度了,停在芝加哥已经37天了,打电话到中华邮政也说还没收到货品,因为收货日一职遥遥无期,於是向eBay提出refund的请求,卖家回信如下:
We apologize for the delay of getting your item. We have submitted a shipping protection plan claim with eBay to hopefully be able to get you your item or a refund as soon as possible. Let us know if we can help in the meantime.
请问卖家提到的 shipping protection plan claim with eBay,有可能让我在某些时间可以有收到货品的保障吗?我需要负担任何的费用吗?除了退货,我们可以有更积极收到货品的建议处理方式~~~~感谢大家
