标题[问题] 用ebay GSP还被要求报关手续费是否正常

小弟在ebay 买了汽车安全座椅，运送方式是GSP
但这两天收到顺丰要求报关服务费，理由是
"因此货件进口台湾受经济部标检局管制，
需要以正式报关单向海关申报
(收取NT500报关服务费)"
由於GSP的条文是说结帐时已包含所有该付的金额
所以想请问顺丰向我要求的这笔收费是否合理?
如不合理该怎麽处理?

When you see the Global Shipping Program logo,
the listing will include an estimate of
both shipping and import charges.
This includes everything from processing and handling fees
to international shipping.
You'll see the final charges when you confirm your delivery details
before you pay at checkout.
