标题[问题] ebay退货关於return label

各位大大好，我在ebay买了一台手机，可是不符合当初描述故申请退货，卖家也同意了，现在我要请她提供return shipping label，可是他却说他无法提供美国之外的label，请问这是真的吗？原文如下：
Since this is an international label, we are not able to create one. We can only provide return label for orders within the U.S.
However, we can offer to pay for the return shipping by sending you a payment for the returns shipping fees.
然後他请我提供paypal email位址给他付款，他愿意提供$15运费给我，可是$15根本不够吧，当初寄来台湾就台币14xx了......OTZ
