标题[问题]ebay上购得商品卖家想要退款直接经paypal

商品因为体积很大，所以运费高达1500USD （商品本身800USD，台湾真的买不到）
个人猜测可能是因为金额很高卖家无法代垫运费
故来信说ebay扣住运费，21天後才会把金额给他
问我愿不愿意接受退款
然後直接透过paypal再重新交易一次
这样他就可以立即把商品寄出。
ebay新手，想问这样有没有安全上的顾虑，若我钱真的透过paypal
直接汇到其帐户，若到时他商品没有寄出，我有办法透过paypal把钱
要回来吗？且如此一来不算透过ebay交易
真的被骗我也无法给负评？少了一层保障？ 卖家评价仅有2分
恳请大家回覆，在ebay上交易过几次，第一次遇到这样的问题，麻烦大家了！感谢！
附上最後一次卖家来信，以下：
Hi Frank, Your money cleared through paypal as your screen shows.
However, Ebay holds funds for international shipments for 21 days
, so I don't have access to the funds.
What I like to do is refund your money and have you re-send
it to our main account.
Let me know if this is okay and I will refund your money and re-invoice
you from our other account.
