标题[问题] paypal的open a dispute到底能不能用啊??

请问paypal的Open a Dispute功能到底可不可以用啊??
最近交易有点纠纷 要使用这个功能
结果我试了好多次
都出现
"We are sorry, we are experiencing temporary difficulties. Please
try again later. If this error occurred while making a payment, avoid
duplicate payments by checking your Account Overview before resending
a payment.
Message 3005"
一直点click here to retry
也是重复上面那段话
天啊....谁来告诉我怎麽办!!
