标题[问题] 通过I140还需要file I130 for spouse吗？

先感谢这个版给出很多充足的资讯
现在我通过I140之後，也收到NVC 寄给我的Case Number还有instruction
我完成pay fee step, 现在登入帐号，我跟我老婆付款的部分都显示
IV Fee ="PAID"
IV application="COMPLETED"
下个步骤说
When the IV Fee status indicates PAID, click the "Applicant Document
Processing" link and, for each applicant, follow the instructions.
但我找不到instruction里面提到的Applicant Document Processing link.
请问有人知道为什麽吗？
另外三个问题
1. 通过I140的人需要填写I-864吗?
2. 我需不需要帮我老婆申请I130?
3. NVC给我的email里面写说：
Submit financial and supporting documents in one package to NVC.
NVC's mailing address can be found at
https://nvc.state.gov/mail
但是NVC website step 9 上面又写
IMPORTANT: Do not send any documents to NVC by mail.
However, you must bring every civil document you uploaded
and submitted with your application to your visa interview.

如果是140通过走CP, 是无法直接上传civil documents. 请参考以下文章
