标题（CR1) NVC 文件及面试相关问题

想请教几个问题
之前上传的文件
有被NVC告知需重传
出生证明不接受，以及结婚证书，良民证需扫描成垂直的格式。
再重传上述文件之後，约16天，有收到NVC的讯息说，因配偶收入不足，建议准备joint s
ponsor 的i864 ，说最後决定权会在大使馆。
Xxx does not appear to meet the minimum income requirement according to the cu
rrent poverty guidelines to sponsor the intending immigrant(s) for this petiti
on. The consular officer will make a decision regarding this requirement at th
e time of your interview. In order to avoid delays, you may wish to submit an
additional Affidavit of Support (Form I-864) .
然而上述文件的状态依旧是submit 而不是其他的accept .
想请教这样代表文件是被接受了吗？
是否现在等待面试？
准备好sponsor 的i864及税单，是否还需上传至Ceac ?还是只需面试时带过去？
