伤害华人科技移民的H1044/S386改名换姓，即将被加塞到新财年预算，请大家给预算拨款
委员会（Appropriations Committee）的成员打电话！
S.386暂时hold在了司法委员会，改革支持者又想出新招。预算拨款spending bill在每年
10月1号前必须通过国会，否则政府又要关门。很多问题bill纷纷加塞在预算bill上蒙混
过关。去年spending bill 的Yoder Amendment 就是现在的H1044/S386. 只因为政府在边
境建墙资金问题上无法达成一致导致关门，法案才侥幸没有通过。
今年支持者又故计重演，又要加塞。我们必须现在就行动，给每一个预算委员会的参议员
打电话（名单见文末）。

电话模板
Hello, my name is (name). I am calling Sen. XXX about the spending bills in
Appropriations Committee. Language about per-country limit on
employment-based green cards, should NOT be included in any appropriation
bills. Such language is also in S.386/H.1044 — Fairness for High-Skilled
Immigrants Act of 2019.

This bill will kill gender and racial diversity.
（如果你的议员是共和党）
The bill will encourage outsourcing companies to take away more American jobs
It also hurts universities in the US because it favors outsourcing workers
over the graduates.
This reform should not be passed without a public hearing. Thank you!

常见问题
Q：这些预算委员会议员的议员都不在我们州啊。他们会不会因此挂我的电话？
A：不会的。因为预算委员会是管全国性的法案的。这是一位外国战友的经验--议员助理
们要统计每个法案有多少电话，无论打电话的人住哪里。如果反对某法案的人多了，他们
就会汇总上报。
One does not need to live in the state to call a Senator. I have called many
offices, I simply announce that I am not from the state, but from the region
and S.386 - Fairness for High-Skilled Immigrants Act of 2019 is a national
issue, the staffer takes my call. I express my opinion in a polite manner,
the staffer tallies my call on the daily tally sheet as an American against
S.386. The results for all phone calls are tallied at the end of the day and
provided to the Senators Chief of Staff. If the numbers of phone calls are
significant, the results are provided to the Senator.
Q：议员这麽多，我要选几个人打，怎麽选？
A：Richard Shelby & Mitch McConnell 是最重要的两个。必须打！2020需要重选的议员
优先。（下面有标记）
Q：有的议员已经是cosponser了，要不要打？
A：需要打。他们可能不愿意理咱，但是数据统计他们必须做。我们的声音要传达到。
