标题[问题] N-400 SSS兵役问题

想请问一下大家，有没有人过去有以下类似的情况？
绿卡持有人在18-26岁间拿到绿卡但因为不知情所以没有登记兵役
现在已经超过26岁想要入籍，兵役问题已经没有办法补救
查网路上的说法是：
1. 超过31岁等拥有5年良好记录在申请入籍
2. 向SSS申请Status Information Letter
想请问的是过去有没有人尝试方法二然後申请入籍？入籍的结果如何？
还有就是我在SSS网站上看到没有登记兵役的penalty如下：
Failing to register or comply with the Military Selective Service Act is a
felony punishable by a fine of up to $250,000 or a prison term of up to five
years, or a combination of both.
想请问如果申请Status Information Letter的时候会被罚款吗？
