标题[问题] DS260送件需要附Welcome Letter吗?

如题，NVC官网说寄supporting documents时需附上Document Cover Sheet及Welcome Letter.
我已完成线上缴费及线上送出DS260申请表. 正准备寄出申请所需的文件，但却找不到所谓的Welcome Letter.
只有一封主旨是TAI2017xxxxxx (LIVAOS IV FEE FOR NEOPOST DS-1200)及一个附档，附档内含有缴费的说明(payment instructions)、Document Cover Sheet及IV Fee Invoice
内容是Dear Sir/Madam,
The National Visa Center (NVC) is processing this immigrant visa case. Please
read the attached information and follow the instructions.
请问，寄给NVC supporting documents时需附Welcome Letter吗?谢谢!
