标题[问题] I-130 递交後的税务身份

不好意思代朋友一问：
去年 2014 年间在美国境内递交 I-130 (F2A 类别)，
F2A 排期还有一年多，2014年为 F1 第四年，OPT第一年。
在这样的情况下，友人的2014年度报税身份该是 non resident 还是 resident?
另外，学校提供的报税软体，一开始的身份测试其中一个问题为:
" During 2014, did you apply for, or take any affirmative steps to apply
for, lawful permanent resident status in the United States or have an
application pending to adjust your status to that of a lawful permanent
resident of the United States?"
在 I-130 尚在排期间，这个问题应该如何回答？
