标题[问题] 关於DS260的问题

不好意思请问一下
在Security and Background: Miscellaneous Information 1分类下
有两个问题
Q:Do you seek to enter the United States for the purpose of performing skilled
or unskilled labor but have not yet been certified by the Secretary of Labor?
Q:Are you a graduate of a foreign medical school seeking to perform medical
services in the United States but have not yet passed the National Board of
Medical Examiners examination or its equivalent?
因为本身刚好为医学系学生，也不排斥将来到美国工作的机会
但不太确定这两题的意思
是说有想要去美国工作但目前还没有执照
或是有点负面意思指的是没有执照而就想在美国工作?
拜托理解此两题意思的板友解答一下，感谢
