标题请问RS封包与forward的关系

在linux的原始码中看到这一段注解：
If added prefix is link local and forwarding is off,
start sending router solicitations.
想请问一下，为何设成forward後就不用发RS封包？
两者的功能是有什麽地方会冲突到吗？
