标题[问题] Cambridge7 Test3的图表

里面关於东京的数据我不确定该怎麽表达
图中的资讯大致是这样:
和1989年的平均房价相比，
东京的1990-1995的平均房价下降7%，
但1996-2002的平均房价上升2%到只剩5%的下降。
由於是decrease升到最後仍然是decrease
我写出来的句子自己看怎麽看都很别扭，如下:
Compared with the aerage house prices in 1989,
Tokyeo had a dicrease of 7% in the mean between 1990 and 1995,
followed by a increase of 2 % to the decrease of 5% in the mean between
1996 and 2002.
大家有没有啥好点子啊，我脑袋打结了
另外，我能说-7% increase或者a increase of -7%吗?

1F：→ narwhale:由5%增加到7%我会说a increase of 2% form 5% to 7% 12/29 15:10
2F：→ narwhale:但可以用a increase of 2% from -7% to -5%吗??? 12/29 15:12
