标题[问题] 请教剑桥7阅读问题

大家好，不好意思想请问剑7 Test1 Reading的问题..
TF题好难..
21. Water use per person is higher in the industrial world than it was in
Ancient Rome.
我是做NOT GIVEN答案是NO，而我做题时是对应B段首行:
During the industrial revolution and population explosion of the 19th
and 20th centuries, the demand for water rose dramatically.
因有提到整体增加但没说是个人增加啊所以选了NG，请问为何是NO呢…
(其实我很犹豫要写Y还是NG，但为何是NO)
24. Industrial growth is increasing the overall demand for water.
答案为NO，这一题应该对应哪里呢?
我是对应上面B段首行的”在工业革命和人口爆炸期间，水需求遽增”@@
还是应该要对应F段:过去二十年，人们提取水减轻了、需求量实际下降，但我以为B段算
是Industrial growth的时期?> <
