标题[问题] 共用帐号查询申请资格

有件事想请教站长：
依共用帐号禁止条例，
申请共用帐号查询需为发生共用之实的看板之板主，
由其直属组长来此申请，
不过本人不太明白被检举人资格这项：
(2) 被检举者需有下列行为：
多人使用同一帐号且有积极作为，包括担任公共职务、管理板务、
闹板、洗钱等。其他未列举事项则由帐号部认定之。
被检举人是
1. 只要有多於一人使用同一帐号发言之情形
还是
2. 有多於一人使用同一帐号发言且违反板规之情形
便达到申请调查之资格?
麻烦站长解答了。

field and in either players' hand. If this card is destroyed: destroy all the
