WASHINGTON – The House voted 263-171 to pass the $700 billion
financial-markets rescue bill, two days after the Senate passed the
legislation. Several prominent members of the House who voted against the
measure Monday announced their support for the revised bill, giving it well
mroe than the the 218 votes needed.
Warlier, House Republican leaders expressed confidence about the prospects
for the House vote, but had stopped short of predicting the legislation would
pass.
Passage for the bill had appeared likely during floor debate, when several
prominent members who voted against the bill on Monday announced their
support for the bill after negotiators made several changes.
Rep. John Lewis (D., Ga.) said on the floor that he would vote for the bill,
even though he voted against it earlier in the week. Mr. Lewis is a key
member of the Congressional Black Caucus, which had expressed extreme
discomfort with the bill earlier in the week.
Rep. Bill Pascrell (D., N.J.) also announced on the floor that he would
switch his 'no' vote to a 'yes' after members added language on the
alternative minimum tax and a bill to establish parity for people seeking
coverage of mental health care. "I pray that I'm doing the right thing. I
believe so in my heart," Pascrell said.
House Minority Leader John Boehner (R., Ohio) said he was optimistic, but
said he was not going to take anything for granted. "It's time to act," said
Mr. Boehner. "It's time to act for the American people."
Rep. Roy Blunt, the minority whip whose job it is to corral Republican votes,
said that the party leadership would continue to talk to members to gauge
their voting intention as debate on the rescue package proceeded over the
next couple of hours.
Over the last 24 hours, a growing number of members of both parties have
indicated their intention to switch their no votes to yes.
Assuming all those who voted yes on Monday, when the House defeated an
attempt to pass the financial rescue package, 12 members would have needed to
switch their votes to support the measure.
Rep. Hilda Solis (D., Calif.) indicated Friday that she has changed her mind
and will support the bill "with a heavy heart."
"I am now looking and supporting the rule [for floor debate] and the bill,"
she said on the House floor. She said Congress needs to "restore trust" in
the market and cap executive compensation.
Ms. Solis is one of around half a dozen members who have publicly declared
their intention to switch.
Rep. Howard Coble (R., N.C.), who also voted against the bill on Monday,
announced on the House floor that he will change his vote and support the
measure. "I weighed this very carefully," he said, adding that new language
on the alternative minimum tax and additional protections for banks improved
the bill.
Rep. Zach Wamp (R., Tenn.) also announced Friday that he would switch his
vote to support the measure. "The costs of inaction are greater than the
costs of this bill," he said.
