标题[讨论] 蓝白应该修法特别预算法律

众所皆知 特别预算已经成为执政党规避监督的预算方式
我认为蓝白应该提出修法 修改特别预算的法律
除了以後不能乱提特别预算 必须严格的条件才能提
我还建议特别预算以後可以增加可以由民众捐献作为财源
譬如说可以开军购乐捐专户
开个军购专户给人民乐捐
如此一来 由人民决定军购究竟该买多少
这样大家就不用为军购要花多少钱乔不拢了
爱抗中保台的自然就捐多一点
不想抗中保台的就不捐
这不是皆大欢喜吗？
