句首的介系词片语在语意上修饰的是整句的事件
（也可以看做修饰整句的核心动作－－谓语/主要动词）
而逻辑主词则是对应到该主要动词的动作发出者－－该句主词。
拿这题的意思来说
in attributing...是修饰
the perpetrators are in effect told that they are not responsible
for their actions.整句话。
逻辑主词是跟着perpetrators。
可是按前句句意，这里应该指的是律师辩护时将...归因成...
而非罪犯自己辩护自己。所以逻辑主词不应跟着perpetrators。
