结合e选项的完整句子如下

advisory committee of experts [it assigned] to do a report on the history and
这个修饰的是前面的experts，it指白宫
完整意思是「由白宫所指派的专家们所组成的
联邦谘询委员会」
ethics of the government’s radiation experiments on humans in the 1950’s
and 1960’s.
所以文法是没问题的，
it assigned其实是that the white house assigned（先行词作为受词时关代可省略）
（白宫被代名词it代替）
整句话的意思个人觉得是是：
白宫在1994年任命Dr Ruth R. Faden为由白宫所指派的专家所组成的联邦谘询委员会
主席，目的是调查五六零年代间政府的辐射实验过程、与其伦理正当性。
