先把这题的基本架构写出:
1. Fact (Background)
Plant scientists have used genetic engineering on seeds to produce crop
plants that are highly resistant to insect damage.
2. Problem (BF1 - 此题答案认定为 Develpment,之後造成 Prediction)
Unfortunately, the seeds themselves are quite expensive, and the plants
require more fertilizer and water to grow well than normal ones.
3. Effect (BF1 造成的一个预测 or 结果)
Thus, for most farmers the savings on pesticides would not compensate for
the higher seed costs and the cost of additional fertilizer.
4. Comparison - Another Effect (BF2)
However, since consumer demand for grains, fruits, and vegetables grown
without the use of pesticides continues to rise, the use of genetically
engineered seeds of this kind is likely to become widespread.
所以 BF1 (基因改造成本过高) 是作者预测,
会造成某一个结果 (成本高於省下的农药) 的可能性。
BF2 则是提供不同观点 (消费者喜欢无农药蔬菜)
所以答案 (C) 符合答案架构
(C) The first presents a development that the argument predicts will
have a certain outcome; the second acknowledges a consideration that
weighs against that prediction.
再者,回答您两个问题:

1. that the argument predicts will have a certain outcome
在这里不提太多英文文法,这里的意思应该是指
argument 预测 (predicts) 这 development 会有一个结果
2. argument 在一个 BF 当中,其实不需特别去抓,
直接当作 "本文作者 (author)"来解释即可
作者想要在文章中表达何者意义,那当然就是 arguemnt
3. 我认为这题,有许多可讨论之处。
就我的想法,我认为 BF1 support 一个 prediction -
seed cost > pestcide saving
而 BF2 则是指出消费者喜欢没有农药的蔬菜,
来给另一层面的考量 (weighs against)

在 Manhattan 的论坛当中,Ron 是认为
seed cost > pestcide saving 这是一个 Conclusion
而最後一句话反而是 Prediction
我个人认为这有许多可议之处 毕竟 BF1 和 BF2 根本没有相关,
要怎麽使用 BF1 来 Predict BF2
更不用说 seed cost > pestcide saving 是在 However 之前,
通常不大可能当 Conclusion
所以他这个论点不断的被美国乡民 challenge
当然,CR 题目是比 SC 题目更难做一个完整的解释 (主观成分更多)
我认为就不必在这做个探讨
但此题,其实不管 Prediction 和 Main Conclusion
到底分别是第三句还第四句
也只有 (C) 可以选,其他答案都不对
