8. To prevent some conflicts of interest, Congress could prohibit high-level
government officials from accepting positions as lobbyists for three years
after such officials leave government service. One such official concluded,
however, that such a prohibition would be unfortunate because it would prevent
high-level government officials from earning a livelihood for three years

答案是D
想请问
他这题是说，high-level officials 只有在是lobbyist才能赚钱(选项D)
所以若禁止当lobbyist就赚不了钱(conclusion)这样嘛??
还有lobbyist翻成陈情者有点怪怪的 请问各位有更好的翻法嘛?
我觉得我题目翻的不顺所以对题目有点困惑，所以请各位大大帮忙
