The state has proposed new rules that would set minimun staffing levels for
nurses, rules intented to ensure that at least one nurse is assigned for every
four patients.
请问上面这句，後面的结构算是同位语嘛?
因为中间没有连接词只用逗号连接?
我选的答案是with the intent of ensuring that at least one nurse is assigned for
every four patients 这题错误是在於这句会变成修饰nurses吗?
