以上that made之後是修饰 the act of Congress的形容词子句
所以S是the act, V是 established
句意就是那个..的国会法案，在1800被通过，也建立了国会的自由..

: ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
: city, Washington, D.C., also establishing the Library of Congress.
: ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
: 参考答案为(A) 请问(E)的不佳之处 (btw,我被also误导了)
这题made 是the act 的动词， 之後的establishing 有两种可能
1的主词是the act, and the act establishs 省略成现在分词，
或是the new federal city, W, D.C, that establishs 省略成现在分词,
所以可能产生模糊~
跟also没有什麽关系吧
