试试 #include <libnet11/libnet.h> 。
FreeBSD ports / packages 安装後，
详细的安装内容会放在 /var/db/pkg/[PKG_NAME]/+CONTENTS 。
# grep "libnet\.h" /var/db/pkg/libnet11-1.1.2.1_2,1/+CONTENTS
include/libnet11/libnet.h
（前置目录是 /usr/local ）
