yes but it means lake, river, or ocean. It refers to huge amount
of water. In Enlgish there is similar usage of the word WATERS.

It doesnt have any particular meaning...simply for softing the tone of
the phrase.
therefore, you can also say quelle belle vue on a ici, but it is less
beautiful and elegant, like daily conversational French.
