标题[请益] etrade internaltion brokerage account

本来就有一个帐户是给公司发股票用的(ESPP)，这个帐户只能卖持有的股票。
要买卖股票以前是要开一个 brokerage account，填到一个Tax-ID-Number 不知道填什
麽去问了online chat help，他说
"E*TRADE is not currently accepting new international retail brokerage
account applications."
有人知道这是怎麽回事吗？
