65.Defendant was not convicted of conspiracy to commit a crime when the person
with whom he conspired feigned agreement and at no time intended to go through
with the plan.
不会的单字都有查过，可是整句加起来就看不懂= =a。像conspiracy是阴谋，
commit a crime 是犯罪，feigned是捏造的，at no time是在任何时候都不
intend to go through wiht the plan 有意实行犯罪。请问这句是什麽意思?
另外68题which branch is the branch of government charged with administering
and carrying out the law?
实行法律的不是司法机关吗，可是这题的答案给的是行政机关，是我哪里有误解吗?
