I would say that 1.as of now would be correct.
2.as at now is actually grammatically wrong.
I am a Singaporean myself and it is indeed true that
sometimes our English may not be very accurate.
Like what Pinkyyang has said,
our English is often mixed with our languages, forming "Singlish".
