I agree that we need a good environment to learn English, however, go aboard is not a necessary way. In Taiwan, we have many chances to pratice our English. Many people want to study English. At least, we can go to 补习班, they create a good environment to learn. Maybe you can try others ways to learn, and think about that why you need to study English, that may help you to select the methods.
