政府转移性支出，
假使政府共支出100万救济灾民，
这其中80万换购为粮食20万直接拨入灾民户头中，
可以确定的是20万应该是不算进GDP中，但80万假如是和国营食品公司购买粮食以济灾民，
这80万需要被记入GDP中吗?
