标题[情报] Reference program

虽然还没有全写完，但我想先把已经测过的 ref program 放上来让大家比较看看，
请至 Ceiba 公布栏 download 64 与 32-bit platform 的执行档。
晚一点再放些测试 cases。

另有做了一些 constant progatation 等 circuit optimization...
