Revenue sharing和 Competitive balance tax的变革对蛇军的影响不大，况且对於一个 进入重建模式的球队来说，“luxury tax”好遥远啊~~~~ 所以就先从选秀和 Rule 5 谈起。新CBA的修订，对於因为怕新人签不下来而跳过不选的 情况应该有小小的刺激。新规决定，若第一、第二轮的选秀在当年无法签下的话，来年 可以以同样的选秀顺位再选一个来补偿。若无法签下第三轮选秀，来年以夹在第三、四 轮中间的选秀来补偿。 这样的修正，多多少少会让球团愿意去尝试碰原本不敢碰的人。 另外两个修正分是，除非球团选秀选的是大四生，不然要在同年的 8/15前把合约搞定。 还有，球团可以有多一年的时间，才把农场里的 prospects放进 40人名单中保护。若把 这三项修正结合在一起，我觉得对於有志经营农场的球团是一大利多。 尤其是多一年才把 prospects列入 40 man roster内保护这一条，让农场挤满人的蛇军可 以再仔细评估新人，不要再发生 Uggla事件，而这可以说是很棒的消息。 : Free agency : ‧ Dec. 7, Dec. 19, Jan. 8 and May 1 deadlines are eliminated. : ‧ Date to tender contracts moved to Dec. 12 from Dec. 20. 原本在 12/7 为球团对名列自由球员的自家选手，提出愿意给予薪资仲裁的最後一天。 12/19 为球员决定是否接受球团所提出的薪资仲裁的截止日。 1/8 若球员拒绝球团的仲裁提议，劳资双方仍可继续协议，但 1/8是最後一天 。若最终仍没结果，劳资双方将失去彼此谈合约的资格。 5/1 失去谈约资格的劳资双方可重新谈合约的日子。 上列这几个时间点都被移除了，主要是对拒绝仲裁後的谈约时间限制做一个修正。 球团对球员提出薪资仲裁的最後日调整到 12/1，球员决定接受与否的截止时间变成 12/7。由於劳资双方谈约的限制时间点被除去，劳资双方将可不受时限的一直谈下 去，直到球员签约为止。当然，球员不一定会与母队签约。 这样调整的结果，站在球员的角度看，若没有了“时间一过，就丧失谈约资格”的限制 ，同时竞标的球队，一定会比原来法定的情况下多。相信球员可以争取到比较好的合约 。若以球团的角度来看，限制取消，球团在不用怕失去谈约资格的情况下，只要牢牢吸 引住球员，要多少钱就可以慢慢再说。 我个人觉得这项条款取消，对於谈约优势有加剧的效果。球员若大家抢着要，他可操作 的谈约摃扞更大，甚至不用担心回不到原本的球队。若球团抓住球员是属於替代性高的 身份，更可以慢慢来磨出便宜约。 : Free agent compensation : ‧ Type C free agent classification is eliminated. : ‧ Teams that lose a Type B free agent will now earn a sandwich pick instead : of taking selection from club that signed player. : ‧ The pool of Type A players shrinks from top 30 percent of each position to : top 20 percent, while the Type B player pool will be reduced from the top : 31-50 percent of players to 21-40 percent. 虽然 Byrnes说从自由市场找人的代价不划算，可是难保哪一天我们还是得去找个人来打 工。现在，付出的代价比较小了，而这是从选秀补偿的角度来看。 新规取消了 Type C 的自由球员分等。Type A 的分等改为 top 20%；Type B 为 top 21 ~ top 40%。 损失 Type B 自由球员的球队只能得到介於第三、第四轮中间的选秀权，而签下自由球员 的球队不会损失什麽。 这项修正让有钱的球队占了点便宜。 : Drug policy : ‧ Drug-testing rules will stay unchanged. : ‧ Both sides agreed to further discuss HGH testing in the future. : Minimum salary : ‧ Major League minimum salary will increase to $380,000 in 2007, $390,000 in : 2008, $400,000 in 2009 and to a cost-of-living increase in 2011. : ‧ Minor League minimum salary will increse to $60,000 in 2007, $62,500 in : 2008 and $65,000 in 2009. 最低薪水的调整，蛇军全队大约要多花 $0.75M ~ $1M 美金。 : Other highlights : ‧ Players traded in the middle of a multi-year contract no longer have the : right to demand a trade.
