I am not an expert at this, but I know this is closely related to the frequency of earthquakes. The highest peak is quite high; so what? I would rather there were no earthquake in Taiwan. Moreover, the more area the mountains are, the less area the people can live. Taiwan has double population of Greece, but just an island.
