标题[请益] ACI中非接触式搭接？

想问土木版上高手们一个问题

案例一：墙面预留筋间距与墙实际配筋间距较小，致部分无法对筋。
案例二：墙面预留筋因外力致部分无法对筋。
试问：以上两案例是否适用ACI中12.14.2.3所提Bars spliced by noncontact lap splic
es in flexural members shall not be spaced transversely farther apart than one
-fifth the required lap splice length, nor 150 mm.
