The Blues had to loan Alex, 24, to PSV Eindhoven after buying him in 2004 because he had not played enough games for Brazil to qualify for a permit. That situation has not changed but Alex told Dutch newspaper De Telegraaf: " The chances I will leave PSV are quite big. "Chelsea are busy getting a work permit for me. They did the same with Salomon Kalou and several other players." Alex will need a special concession from the Football Association before he can play for Chelsea. English rules stipulate a non-European Union player must take part in 75% of his country's games in the last two years to receive a permit - and Alex has not featured in enough.
