电视转播权收益差距太大 义甲分配不均闹"内战"

意义大利足球甲级联赛中的14个俱乐部正在威胁要联合抵制义甲豪门尤文图斯、
米兰双雄。“内战”的导火索是电视转播权的收益差距太大。
以佛罗伦萨老板瓦莱为首的14家俱乐部集团,要求回归最初的“大锅饭”,即集
体出售电视转播权,从而能够在意甲20家俱乐部之间更为平均地分配利润。
《体育报》14日的报道援引桑普多利亚俱乐部主席加罗内的话说:
「(如果不答
应我们的要求,)要麽我们拒绝同那些大俱乐部比赛,要麽我们只派青年队,抹
杀他们赚钱的任何可能性。」
这次的“内战”是几天前爆发的。起因是力量党抵制了一项有关义甲出售电视转
播权改革的议案。贝卢斯科尼家族拥有AC米兰俱乐部,在义甲现行的各俱乐部
自行同电视转播公司洽谈转播权的规定下,AC米兰是受益最多的俱乐部之一。
俱乐部自行同电视转播公司签订协议始於1999年,这种规定无疑有利於大俱乐部
的利益。尤文图斯、AC米兰和国际米兰从电视转播权中获得的利润大约是其他
小俱乐部的10倍。

Samp threaten Serie A boycott

Sampdoria President Riccardo Garrone has threatened to boycott
this season's matches against Italy's five biggest clubs as the
television rights crisis deepens. "We will take extreme measures,"
said the Blucerchiati chief.
Garrone is fully behind Fiorentina and Palermo's fight to bring
TV revenue allocation back under the umbrella of the Italian FA,
in order to prevent the financial gulf between the top-flight's
haves and have-nots from widening.
Today he threatened to take dramatic action following
yesterday's political move by Milan President and Italian Premier
Silvio Berlusconi's Forza Italia party – in which a politician
vetoed the discussion by parliament of a modification of the current
TV distribution act which had been scheduled for January 27.
"If a solution is not found as soon as possible we will resort to
extreme measures," declared Garrone.
"We are weighing up the possibility of refusing to play against
the big three – Juventus, Milan, Inter – and the two Roman clubs.
"If all the other clubs followed suit there would be no repercussions."
This latest development comes in the wake of a threat by
Viola President Andrea Della Valle and Rosanero chief Maurizio Zamparini
to stop this season's championships in its tracks, as reported by
Football Italia yesterday.
"We are ready to stop the championship," said Della Valle on Thursday.
"We can't go on like this.
"It is time for football clubs to make a united stand,
otherwise what future is there for the game?"

New twist in TV rights row

Fiorentina and Palermo are threatening to stop the Serie A
championship this season after the latest twist in the collective
television rights dispute. "We are ready to halt Serie A,"
threatened Viola chief Andrea Della Valle.
Della Valle and Rosanero chief Maurizio Zamparini have
been calling for the collective distribution of TV rights,
ever since Juventus announced on Boxing Day that they had struck a deal
with Berlusconi-owned TV station Mediaset that will net them over £170m
for the exclusive broadcasting of their television rights.
Della Valle and Zamparini have been arguing that such
a huge financial deal goes against the interests of the fairness of
the competition and will render Serie A obsolete as a sporting contest.
It had been agreed that on January 27, Parliament would discuss
the proposal to hand over broadcasting rights to the Italian FA,
who would then see about distributing the wealth on a fairer
and more proportionate basis.
However, yesterday, Elio Vito of Berlusconi's Forza Italia party
used his political leverage to vote against the proposal's discussion
in Parliament, thereby scuppering the possibility of the TV distribution
rights law from being changed.
Della Valle and Zamparini are furious at this latest development and
have now threatened to pull out of Serie A and stop the current season
in its tracks.
"We are ready to stop the championship," said Della Valle.
"We can't go on like this. It is time for football clubs to make
a united stand, otherwise what future is there for the game?"
The clubs Della Valle is calling upon to take a stand are all those
in Serie A apart from Juve, Milan, Inter, Roma and Lazio –
who have supported Juve's legal right to strike their own deal
and have deals of their own in the pipeline.
Zamparini also reserved some harsh words for Berlusconi,
who gave every indication in a recent TV interview that he welcomed
Parliament’s discussion of a review of the TV rights law.
"Berlusconi has pulled off another PR stunt," he said.
"We will not back down. If necessary we will take legal action
to cancel our current contracts."
The intention of the ‘rebel’ clubs is to create a rights distribution
pie chart, designed to give specific weight to each club according to
their broadcasting value so that, whilst ensuring no one club takes
too large a slice of the financial pie, the more popular teams will
nevertheless receive a larger proportion of revenue commensurate to
their market value.
Della Valle and Zamparini are likely to be supported by Franco Carraro,
the President of the Italian FA, who for some time now has been
advocating the return to the collective sale of Serie A's television rights.

首要目标是 JUVE、MILAN、INTER,次要的是 ROMA、LAZIO。
目前正式表态的有 FIORENTINA、PALERMO、SAMPDORIA三家的主席,
SAMP的状况我不了解,不过前两队的主席应该都有一定资本可以支持球队,
其他更弱小或只求生存、收支平衡的球队,
对豪门依附的可能性恐怕会影响抗争的成效。
这档事大概每隔一两季就会吵一次,总是不了了之,
到底什麽时候义大利才会有完善且保证弱势的制度啊…
