SCOUTING REPORT: Francis and freshman lefthander Chad Bell (No. 8 above)
both produced 12-1 records for Walters State as the nation’s No. 1 junior
college team entered the Junior College World Series. The pair received
nearly equal attention from scouts this spring, as well. Francis, a Canadian,
throws a little harder than Bell with a fastball in the low 90s that will
touch 94 mph, but his secondary stuff was not as consistent and he was prone
to walking a few more hitters than Bell (35 in 73 innings).
