标题[请益] 税务居民的问题

请问税务居民的183规则
是以会计年度计算的吗?
比方说我今年一整年都在同个城市
但9月30离境
所以第二会计年度报税的时候
因为6月30~9月30不满183天
所以不能以税务居民身分退税吗?
