标题[问题] part-time job请益

想请教大家
我是学生(Tier 4)，然後我老婆不是学生，她是拿依亲签证(Dependant)和我一起到英国
她能够应徵part-time job吗？之所以会这子问，是由於council tax
因为我们在外租屋(在曼城)，我知道学生不用缴费，
但我老婆的身份，规定似乎是不能工作，才可以免税
"If you are a foreign full-time student with a partner or dependant who is not
a British citizen and is not allowed to work or claim benefits you will not h
ave to pay Council Tax."

想了想觉得不太合理，因为part-time，有时候是短期的（少於一年）
而council tax 一缴就是一年份
所以，我在想她是否可以免税并且去part-time，这样是否合法？或者要看雇主？
