标题[问题] westminster要求的300字文章

前两天收到代办转寄给我的信件说Westminster要给我uncon. offer
with the pre sessinal English commencing on 11th August 2009.
然後在这之前他们还有寄一封信给我说要写一篇文章.....
‘In about 300 words analyse the ‘external’ communication challenges
facing an organization that you know of
and summarise how you would improve its communications.’
我申请的是public relations
请问也有人被要求要写吗?
还有他们已经说要给我offer了这篇文章的用意是什麽?
没写就不给offer的意思吗?
